The Albanian British Chamber of Commerce and Industry notes with interest Prime Minister Sir Keir Starmer’s latest defence of a proposed bill to fast track the adoption of updated EU rules into UK law. For businesses operating in the Albania UK corridor, this policy shift represents a significant evolution in the post Brexit trading landscape.
Speaking to the BBC, the Prime Minister confirmed that the government will use the upcoming King’s Speech to introduce a mechanism allowing for dynamic alignment with Brussels regulations particularly in sectors like food standards and manufacturing. While the political debate continues in Westminster, the practical implication for the Albanian business community is clear: greater regulatory stability and lower friction costs.
Why This Matters for Albanian Exporters
For years, the primary challenge for Albanian agri food exporters and manufacturers has been navigating the divergence between UK and EU product standards. With this new approach where the UK aligns with EU rules where it is “in its economic interest” ABCCI members can anticipate three concrete benefits:
- Simplified compliance: Albanian producers who already meet high EU standards will find those same goods more readily accepted in the UK market without costly duplication of testing or packaging changes.
- The £5.1 billion opportunity: The government estimates a specific food and drink trade facilitation deal could unlock over £5.1bn in value. For Albanian producers of wine, olive oil, medicinal herbs, and processed foods who are already strong players in the European market this creates a seamless on ramp to the UK consumer.
- Reduced red tape: As Chancellor Rachel Reeves has indicated that divergence should be the “exception rather than the norm,” importers and logistics firms can plan long term supply chains with greater confidence in the stability of border checks and SPS (Sanitary and Phytosanitary) rules.
A Bilateral Bridge: The Chamber’s Perspective
The ABCCI has long championed the view that Albania’s strategic advantage lies in its compliance with EU acquis communautaire while maintaining a flexible and welcoming trade relationship with the United Kingdom. Starmer’s insistence on looking “forward, not backwards” and easing the burden on business aligns directly with the Chamber’s advocacy for pragmatic trade facilitation.
| “The political noise around Brexit will always be loud, but the underlying economics are shifting toward practicality. For Albanian businesses, the UK is not just a market of 67 million consumers it is now a market that is actively reducing the gap between its own rulebook and the European standards our members already know inside out. This is a moment of opportunity for increased Albanian exports to the UK.”

Implications for UK Investors in Albania
For UK companies with operations or joint ventures in Albania, this policy also reduces the complexity of exporting finished goods back to the UK. A unified set of standards means a factory in Durrës or Korçë producing to EU specification can serve both the European continent and the British Isles with a single production line eliminating the cost and delay of maintaining parallel compliance tracks.
Looking Ahead
As the bill progresses through Parliament, the ABCCI will monitor the final scope of the alignment mechanism, particularly regarding Rules of Origin and the recognition of Albanian certifications. The government plans to implement alignment through secondary legislation in agreed sectors, providing a predictable process even where individual votes in Parliament are not required for each update.
We encourage our members to view this development not as a return to EU membership for the UK, but as a smart de risking strategy that lowers the barrier to entry for high quality Albanian goods. The regulatory gap that has complicated Albanian exports to Britain for years is narrowing and businesses that prepare now will be best placed to benefit when the new framework takes effect.
