| ALBANIA–US LNG AGREEMENT
A 20-Year Business Cycle Being Born Why Albania’s Energy Revolution Is the Opportunity of a Generation — and How Your Company Can Be Part of It Published by the Albanian-British Chamber of Commerce and Industry (ABCCI) | April 2026 |
A Historic Moment for Albanian Business
On April 27, 2026, the United States and Albania signed a landmark LNG (liquefied natural gas) agreement that will fundamentally reshape the Albanian economy for the next two decades. This is not a one-off project announcement — it is the formal ignition of a multi-phase, multi-sector commercial cycle that industry analysts are already comparing to the transformative energy infrastructure booms that defined economies in the Gulf, Southern Europe, and the Western Balkans over the past 30 years.
For businesses operating in Albania — whether you are a construction firm, engineering consultancy, logistics operator, legal practice, security company, or training provider — this agreement represents the single largest concentration of commercial opportunity you are likely to encounter this decade.
The companies that begin positioning themselves now — in mid-2026 — will be the companies writing long-term contracts in 2027, 2028 and beyond. Those that wait will find the best packages already taken.
What the US–Albania LNG Agreement Actually Means
The agreement establishes a framework for the import and distribution of liquefied natural gas through Albanian territory, anchored by:
- A Floating Storage and Regasification Unit (FSRU) — a ship-based facility that converts LNG back into pipeline-ready natural gas — moored off the Albanian coast
- A new Fier–Vlora gas transmission pipeline connecting the FSRU to Albania’s existing gas network and to the Trans-Adriatic Pipeline (TAP)
- Integration with the Ionian Adriatic Pipeline (IAP), which will eventually carry gas north to Montenegro, Bosnia-Herzegovina, and Croatia
- Long-term supply agreements with major US exporters including Venture Global LNG
The Albanian state-owned gas company Albgaz will serve as the national operator, while international energy corporations — including SOCAR, ExxonMobil, and several leading EPC (Engineering, Procurement & Construction) contractors — will be involved in design, construction, and commissioning.
The result: billions of euros of contracted work flowing through the Albanian economy over a 20-year horizon, structured across five distinct phases.
The Five Phases: 20 Years of Commercial Activity
| Phase | Timeframe | Key Activities | Opportunity Level |
| 1: Engineering & Design | 2026–2027 | Pre-FEED, FEED, detailed design, tendering | Low–Medium |
| 2: Construction | 2027–2029 | Pipeline, FSRU mooring, metering stations, access roads | HIGH |
| 3: Commissioning & Integration | 2029–2030 | Testing, TAP connection, operational readiness | Medium |
| 4: Operations & Maintenance | 2030–2046 | Facility management, security, repairs, logistics | HIGH (long-term) |
| 5: Regional Expansion | 2035–2046 | IAP extension north, new regional gasification | Medium–High |
The bottom line: this is a 20-year revenue stream for businesses that secure construction contracts or long-term Operations & Maintenance agreements. Companies entering during Phase 2 or locking in Phase 4 O&M contracts will enjoy stable income well into the 2040s.
What Work Is Available — and What Is It Worth?
The project can be broken down into specific, achievable contract packages that local Albanian companies are well-placed to compete for. Below is a representative selection:
| Package | Scope | Est. Value | Ideal For |
| Site preparation & clearance | Land clearing, fencing, access road preparation | €500k–€2M | Civil works contractors |
| Pipeline trenching & backfill | Excavation, trench shoring, backfill, compaction | €2M–€5M | Medium-large construction firms |
| Cathodic protection | Corrosion prevention for buried pipeline | €300k–€1M | Specialist electrical firms |
| Metering station civil works | Foundations, buildings, security fencing | €1M–€3M | General construction firms |
| Security – construction phase | Access control, site patrols, traffic management | €100k–€500k/yr | Security companies |
| Security – O&M phase | Long-term site security (10+ years) | €200k–€1M/yr (recurring) | Security companies |
| Facility management – O&M | Cleaning, landscaping, minor repairs, waste | €150k–€500k/yr (recurring) | FM companies |
| Spare parts & consumables | Valves, fittings, lubricants, PPE, office supplies | Variable | Trading & supply companies |
